King George Booking Photo Records
A booking photograph is made during an arrest or intake episode. For most King George adult jail cases, RRJ is the likely custodian because it books and houses adults for the county at its regional facility in Stafford. The Sheriff may separately hold an arrest or intake image that its staff created. Those records are not interchangeable. A request should name the booking, the agency, and the type of image sought.
Virginia Code § 2.2-3706(A)(1) requires an adult arrestee's photograph taken during initial intake or routine booking to be provided on request, subject to temporary withholding when disclosure would jeopardize a felony investigation. This rule concerns the routine adult booking photo. Investigative evidence, juvenile material, state-prison identification images, and sealed records require separate treatment.
Release does not turn a booking image into proof of a court result. Bond, dismissal, time served, transfer, and sentence completion all carry different meanings. Pair the photo with its source, capture date, booking number, and the later release or court record. That context prevents an old image from being mistaken for a current custody event.

Find King George Released Mugshots
No single official archive covers every King George County released inmate photo. RRJ's JailTracker can show an image for an active record because images are enabled, yet released records are suppressed. A focused records request is therefore the primary official route after release. Other channels may show different photos with different dates and legal meanings.

A result from one channel cannot fill the gaps in another. A registry photo is not a release image. A VADOC identification image is not necessarily the adult initial-booking photograph described in § 2.2-3706. A news caption may state an arrest date but still say nothing about the later court result or custody exit.
Note: Record the photo source and date before comparing it with a separate release, court, or supervision record.
King George RRJ Mugshot Limits
The official RRJ JailTracker is configured for current offenders only. Its agency settings showed images enabled, but the public interface hides the Released search type, release-date controls, and released-date column. A backend value of four hundred released-retention days does not create public photo access. It is a software setting behind a current-only interface, not a public archive term or a promise that a former detainee's image can be retrieved online.
If a person no longer appears, the only sound conclusion is that the public current roster no longer shows that person as active. The change could follow community release, electronic monitoring, transfer to VADOC, another jail, federal or immigration custody, or another status. Comparing yesterday's roster with today's roster does not prove a release and does not create an official mugshot list.
No official RRJ or King George Sheriff recent-release mobile app was found. GTL VisMobile is for visitation, not inmate lookup or booking photos. VINELink can provide custody-event notifications, but it is not a Sheriff photo app. The absence of an official app should be stated plainly instead of replacing it with a commercial listing.

Request King George Booking Photos
For the jail image, start with RRJ Authority FOIA Officer Santina Thelen at 540-288-5268 or sthelen@rrj.state.va.us. Give the person's full recorded name, a lawful second identifier, and the booking or intake date or range. Ask for the adult initial-intake or routine booking photograph tied to that booking. A separate request for the release sheet can establish the actual release date, time, type, authority, and destination as recorded.
For a Sheriff-created image, use the King George County public-records process and select “Sheriff (crime reports, arrests).” The county lists Sheriff FOIA contact Jackie Carpenter at 540-775-8596. Virginia FOIA concerns existing records. It does not require staff to create a photo collection, research a history, or answer an open-ended question about why a person was released.
- Identify the likely custodian. Use RRJ for the jail booking photo and the Sheriff for an image created by that office.
- Provide the full recorded name, a second lawful identifier, and the booking or arrest date or a narrow date range.
- Ask for the adult routine booking photograph as maintained, not every investigative image in the case.
- Request electronic delivery and a cost estimate before work if cost matters. No flat RRJ photo fee was published.
- If material is withheld, ask for the statutory basis and any segregable, nonexempt portion.
- Keep the response, source agency, booking reference, and access date with the image.

King George State Photo Records
VADOC's locator is not documented as a released-photo archive, and the official landing page does not promise a photograph on every result. State institutional identification images fall within the VADOC records and exemption framework. They should not be described as the same record as an adult routine booking photograph taken at RRJ. A direct VADOC records request may be needed, and access to a full inactive file is not guaranteed.
A person seeking their own inactive inmate, CCAP, probationer, or parolee file can review notarized Form 050_F17 under VADOC Operating Procedure 050.6. Third parties should ask only for releasable, specifically identified records and should not imply a right to the full file. VADOC may charge actual search, retrieval, copying, and postage costs, with policy listing ten cents per page plus actual postage and reasonable research labor for its copy process.
The Virginia State Police Sex Offender and Crimes Against Minors Registry is a narrower source. A qualifying registrant may have a current photograph, identity data, location, conviction information, and compliance details. The registry does not cover every arrest. Its image is not proof of an RRJ release date, and it should never be used to imply that a person without a registry result has no criminal or custody record.
King George Photo Source Checks
King George Sheriff crime reports and local reporting can preserve an arrest image or an agency-supplied photograph after an official roster changes. Those sources may help locate a case date, spelling, arresting agency, or docket. Keep the headline, publication date, photo caption, and named source. An arrest report cannot confirm conviction, current custody, or later release.
Third-party aggregators are less reliable. They may retain an old photo without a correction, release event, case result, or clear source. No commercial mugshot publisher is linked or endorsed. If an image appears in that category, trace it back to RRJ, the Sheriff, a court record, VADOC, or a dated official release. Do not repeat sealed or expunged material from an old mirror.
A simple comparison can also mislead. Two similar images do not establish identity, and a name-only match is weak. Compare the agency's booking or DOC number, lawful identifying details, booking date, and jurisdiction. Then use the actual court and release records to describe what happened.

King George Mugshot Record Removal
Virginia Code § 8.01-40.3 is an anti-pay-to-remove civil remedy, not a broad ban on all mugshot publication. It addresses publishing or maintaining charge or arrest criminal-history information and then soliciting, requesting, or accepting value to remove it, subject to statutory exceptions. The law provides actual damages or five hundred dollars, whichever is greater, plus reasonable attorney fees and costs in covered cases.
Expungement is different. Under the version of Virginia's expungement statutes in effect on the relevant date, qualifying matters may be petitioned in the circuit court where the case was disposed. Covered acquittals, nolle prosequi decisions, and dismissals have specific rules. The official Code displays changes with future effective dates, so the version in force when the petition or request is made must control.
Sealed or expunged records may disappear from ordinary court access. Do not reconstruct them from a stale mirror. A record subject seeking correction should contact the clerk and each public body that maintains the affected record. Removal from one source does not guarantee removal from all lawful copies, and a mere absence from search is not proof that a court granted expungement.
Official photo access should serve release verification, personal knowledge, court process, or a focused public-record request. Keep the date, source, and status with every image. Most of all, never imply that a mugshot proves guilt.
